Greetings,
I have just arrived to this place. I could not help but notice the amount of sick people, is this something normal?
Any and all pertinent information regarding this tower will be appreciated; details concerning this collar would be of priority. Incidentally, if there is a library somewhere in this place, I would like to know; apparently exploring the floors blindly is not a wise idea.

No, this is not normal. While no evidence has been shown, it is believed that the ones running this tower are involved, since medicine is not working.
The Tower is in a place not within Earth. I have no idea where we are exactly. The ones controlling this tower are few in number, but great in power an ability, and a desire to torture us. At least once a month, experiments are held with various results for their own entertainment. It is unknown if our worlds are truly destroyed, and I am still in doubt, despite protests made by others.
The collars are apparently what keeps us alive. Removing them means a painful end, but people are revived within a few days anyway.
And there are two libraries, though the one on the third floor is more reliable, as the other lacks some material and is used for research. Some books there also have missing pages as well.

I assume people have repeatedly tried to escape and/or revolt without much success, correct?

Yes, from what I have heard. Those collars can also nullify our abilities whenever they see fit, and are used to monitor us. To attack them directly is impossible, and their defenses are too strong without our abilities to use. And the rebellions I assume have punishments to them.
There are however exceptions it seems. Outside the tower, there was something that managed to pierce their defenses, termed as a "space whale." Unfortunately, that made rebellion impossible as well, as it caused an increase in monster activity and other troubles lowering our numbers temporarily.

It sounds like a hopeless situation. Is there anything for us to get from this? Or are we positively prisoners?

I was in a similar situation, on a facility in space, a cloning facility. The situation was similar to hear, only experiments were weekly, and a computer AI controlled a lot while scientists observed, and death could be permanent because of the disease.
We overthrew them, and the odds were stacked against us. It may seem impossible now, but it can be done. However, a lot of people here work against one another. Escape will be impossible unless differences can be settled.

There isn't really any information on the collars. None that I've been able to see, at least.
There are two libraries, actually - floors three and nineteen. Nineteen has more research stuff, while three is the one with fiction and fantasy stuff.

I've never tried, so I wouldn't know how bad it would be to remove them. Kind of hard to, with how snug they are.
Oh, you won't be able to find any history on the tower on either floor, so don't bother checking.

Sure did. I haven't been through all the books in the library yet, but it has a decent enough choice, in my opinion.
