Hm. But there's a point where fear can become too much, of course. Those who have to spend their days hoping that they won't be killed by wars that they had no part in... I don't want that kind of fear to exist anymore.

Such conditions are necessary for people to grow. Not that they might always be in danger, but for them to always know that fear and the possibility of it coming yet again.
To allow them to forget it, to become used to safety, is to invite them to laziness. And to destruction.
