Ruling 1 (Video)
[It takes a moment for Eiki to adjust the camera just right, so her face has a rather extreme close up. Once she is done she sits back in a chair. She folds her hands together and places them ontop of the desk. She carries herself rather well, one could easily assume her to be some sort of statesman.]
Good evening everyone. My name is Shiki Eiki Yamaxanadu and I am a recent arrival to this tower. I have been informed that the best way of gaining information about this location is through the network, so I am here to as the general public a few questions. I would appreciate as much information as possible, but whatever can be offered is fine.
For those who can assist me I will be grateful towards.
First, what is known about this tower? Those who run it? How did we arrive and what are these collars?
Second, how many people have currently been brought here? How many different places are represented? From what I can tell quite a few "worlds" are represented.
Third, what are the general rules of this place? And I don't mean rules as in you may do this, and not do that, but more how does this place function.
Thank you for your time.

Besides, I don't think we know much more now than we did six months ago, except the name of the Tower and the vague mention about Ruana.

[switched to video] /also i am sorry for this omg
[The feed suddenly flickers on, showing the redheaded Turk, red tattoos standing out sharply on his face. Reno is wearing a totally unwholesome smile, like he finds something funny but at the same time, slightly painful.]
Another take-charge, let's-show'em-how-it's-done, I'll-be-the-unifying-force type rookie with no practical Tower experience but plenty of arrogance.
[Serious look now, even slightly bored.]
It's the same old song. I've seen your type come and go, thinking they'll make a change here and start tryin' to organize the troops, making allies.
[He leans on an elbow, rubbing his chin for a moment, before shaking his head, that grin back on his face.]
Let me tell ya how it's going to end, sis, and listen closely because I'm not gonna repeat myself. It's going to end, and end fuckin' badly. Causalities like you won't believe, only it's worse. These causalities wake up the next day, and the next, no matter what happens to them. Nerves get frayed, tempers flare, then you get your ever so glorious "alliance" spinning on a damn rat wheel. Oh, you'll think you're making progress, but the admins have a way of fucking with your mind. They control every fucking thing here. How can ya fight someone that can kill you at the flip of a switch?
Information. Pfft. Anything outside of the survival guide is worthless. But rookies don't care. They won't listen. They'll keep gathering it. The meaningless crap won't shed a damn clue either way of what the truth about this place is. Not figuring it out that without any kind of power it's not going to help, and the admins are almost unreachable at the best of times. Tower experiments break up plans, wear people down, subject them to the most insane shit I've ever seen in my career. In the end, it leaves everyone at each other's throats, and then you got a real problem on your hands.
But I know this story. You're gonna brush everything I've said off. Go about your business like everything is fine and you'll be just dandy. Who knows? But for lectures... Blow it out your ear, sis. I've been here too damn long to care anymore. The only thing you need to know is to not lose your soul here.

[video] This is great actually!
[She pauses a moment thinking about what sort of horrors must happen here.]
It does rather sound a lot like the worst levels of Hell.

The above guide didn't seem to mention the twenty-first level. It often serves food that is much better than the first level's, but...you shouldn't eat there. It will ask a task of you, a very difficult one. And if you fail to complete it...
*The pause was not for dramatics, not the way his shoulders tightened and his eyes flicked to the side, or the subtle catching of his breath.*
...if you fail to complete it, a part of your body will vanish in payment instead.

I suppose the easiest thing to say is I exist, I have thought, and I have movement, but I am not alive in the sense of a human, or even a plant. I have no soul to reincarnate with, and I was not a creation of the living world. I am part of the administration of the afterlife.

*It's interesting, how their worlds must differ...though he assumes it just means Sheol has extra attendants or something - Enoch has a hard time separating some things from his view of the multiverse he has long since learned exists.*
