For those involved with the Holy Grail War, you likely know he was trying to gather us together to create a peace treaty for the time being. The Grail probably doesn't exist here, and unless we can confirm it does, and we are all still eligible to win it, we should have no reason to fight. That was his thinking. As his Master and faithful subject, I still have a duty to follow through with his wishes. He may have been the one to suggest it, but it's as much his Master's responsibility as his own. I've seen Saber's message regarding this and it will be taken into consideration, but I don't consider it called off as of yet.

[Waver might also be found on floor 48, beside Rider's grave, trying to use magecraft to give the king a more suiting gravestone. Something big and flashy, to match the name engraved on it. He's trying to go for a lifesize ox-cart, in accordance with the story of Alexander cutting the impossible Gordian knot teathering them, which was said to have pleased Zeus and secured his position as conqueror of Asia.]

There is no succinct answer to that question. But I will say the embodiment of it is present within this Tower. And it would devour you all if given the chance.

Then can't you tell me where this thing is? Is gathering us together the only way for it to attack, or does it only become more likely?

Gathering all together just makes it easy. It resides inside one of us. Possibly more. Your memories are still from the Forth Holy Grail War and you know nothing of the Fifth. Angra Mainyu was a very real force in the Fifth War. And that is the last War to which I was summoned. I have seen Angra Mainyu, Waver Velvet. I do not suggest tempting it as it slumbers within its vessel.

What I'm asking is for more information. What do you expect me to do when I know nothing and you only leave passive aggressive, cryptic warnings? If you could tell us something more, we could pass better judgement.

To give more information would be a betrayal on my part. This is the only way my honor will allow me to warn you that this meeting is unwise.

Then you have to realise what you say doesn't hold much weight. For all we know, this could be some ulteriour motive to keep us from having any organisation. I don't want to think your suggest someone like you would do that, but you have to understand how it looks to the rest of us, and what little good it does.

I am a knight. I do not lie. I do not believe this meeting would be productive given any alliance formed can shatter the moment the Holy Grail decides to thrust us all into another War. I know there were participants that had been planning to use it for their own personal gain without a single care for the intended purpose. The only motive I have to speak against this meeting is the fact that I do not see any good coming from it, nor do I have any reason to invest my personal effort into it. There are too many representatives of too many different Wars, one of which is not even remotely like the one we participated in. Too many personal grudges.

Isn't that exactly why we have to establish an agreement between us all? We need to know everyone is on the same page and what is and is not tolerated if we're to go on living here. Another thing is, because there are so many wars represented, and at least one being very different, it would be good to understand what's going on, where everyone is coming from. Misunderstandings could be terrible if we don't.

There are no means in which to enforce such an agreement.

How can you say that for sure if you haven't tried?

With the right kind of skills and knowledge, anything can be surveyed like a battlefield to see what is the most likely outcome along with the means and methods that may be used. If you believe there is a way to enforce it, present your idea to me.

The great majority of us are already in favour of this sort of agreement. If anyone acts out, the majority will take charge and keep them from causing trouble any way they must. Whether that's a stern talking to or with force. I've already talked to the Lancer of our war, his Noble Phantasm is a good example of a tactic to use. Half the point of this meeting is to keep everyone in line and settle on a way to enforce that, though.

Threatening anyone with a Noble Phantasm is a quick way to making more enemies than allies. Death is also not a deterrent in this Tower which makes Lancer's Noble Phantasm useless.
