If you mean who was responsible for the experiment, that was my doing, although you all provided your own fears for your punishments.

And what sort of Tower security personnel is provided? There are dangers within the Tower itself [just in case you haven't noticed] and not all inhabitants are capable of handling such adversarial conditions.

The collars are required for survival within the Tower--if I removed it, you would die.

We keep the majority of monsters out of the residential area of Tower; a few do slip past us, but there are enough of you who are capable that it's within acceptable levels--not to mention the impermanence of death.

This place is protected from any attacks as far as we can tell. We aren't sure why as of yet, but we are doing research.
